Was it not after all Duterte who called President Trump\u2019s nemesis, former US President Barack Obama \u201ca son of a whore\u201d and some other choice words?\u00a0 To someone who questioned Obama\u2019s birth place (and kept at it even in the face of uncontroverted evidence) Duterte\u2019s disparaging and vulgar remarks against Obama must have been <em>hugely<\/em> delighting.<!--more--><\/p>\n<p style=\"text-align: justify;\">So there is this pesky cloud hovering over Duterte; something having to do with thousands of extrajudicial killings, vigilantism, and human rights abuses.\u00a0 But hey, didn\u2019t those bad guys have it coming?\u00a0 Duterte should be given a medal for going to war on drugs.\u00a0 He is a strong leader, maybe as strong as that \u201c<a href=\"https:\/\/www.theguardian.com\/us-news\/video\/2017\/apr\/30\/trump-kim-jong-un-is-a-pretty-smart-cookie-video\" target=\"_blank\" rel=\"noopener noreferrer\">pretty smart cookie<\/a>\u201d in North Korea, Kim Jong-un, the one Trump would be &#8220;<a href=\"https:\/\/www.bloomberg.com\/politics\/articles\/2017-05-01\/trump-says-he-d-meet-with-north-korea-s-kim-if-situation-s-right\" target=\"_blank\" rel=\"noopener noreferrer\">honored&#8221; to meet with<\/a>. You know, the one that killed his uncle (and probably his half-brother) and is now flirting with the destiny of the entire Korean Peninsula.\u00a0 Trump just loves strong leaders, Putin, Kim Jong-un, Erdo\u011fan, el-Sisi, Duterte; so simpatico.<\/p>\n<p style=\"text-align: justify;\">And speaking of North Korea, isn\u2019t Duterte essential to ratcheting things down with the Hermit Kingdom?<\/p>\n<p style=\"text-align: justify;\">OK, maybe this is a wee bit of a stretch.\u00a0 The Philippines doesn\u2019t have a dog in this fight. Duterte has not stood up in the past (and there is no indication that he has any inclination to do so now) against Kim Jong-un\u2019s missile tests for the nuclear weapons he is trying to build. Duterte has been talking tough on <a href=\"http:\/\/www.reuters.com\/article\/us-philippines-usa-duterte-idUSKCN11I10J\" target=\"_blank\" rel=\"noopener noreferrer\">kicking the Yankee bases off<\/a> the islands (maybe that was just an Obama thing). He is <a href=\"https:\/\/www.forbes.com\/sites\/panosmourdoukoutas\/2017\/01\/30\/south-china-sea-duterte-is-getting-ready-for-the-next-flip-flop\/#5e524ecf3153\" target=\"_blank\" rel=\"noopener noreferrer\">cozying up to China<\/a> for trade in exchange for giving up claims on the South China Sea Islands (and ditching another U.S. ally \u2013 Japan). And don\u2019t look too closely at the map \u2013 the Philippines is not exactly North Korea&#8217;s next door\u00a0neighbor.<\/p>\n<p style=\"text-align: justify;\">Facts. Facts always seem get in the way of the truth \u2013 or is it the truth that gets in the way of a good yarn?<\/p>\n<p style=\"text-align: justify;\"><strong><em>What\u2019s so bad with inviting Duterte to the White House<\/em><\/strong>?<\/p>\n<p style=\"text-align: justify;\">Well, where do I begin?<\/p>\n<p style=\"text-align: justify;\">In Duterte\u2019s own words, he has ordered the execution of drug dealers and drug users.\u00a0 When he was Mayor of Davao City he set up a death squad to go around and gun down anyone he and fellow executioners (be they police officers sworn to serve and protect, or citizen soldiers of Duterte\u2019s private army) deemed unfit to live.\u00a0 He has bragged about personally riding around at night and gunning down suspected drug dealers \u2013 sometimes to show police officers how it has to be done: \u201c<a href=\"https:\/\/www.theguardian.com\/world\/2016\/dec\/14\/philippines-president-rodrigo-duterte-personally-killed-criminals?CMP=share_btn_link\" target=\"_blank\" rel=\"noopener noreferrer\"><em>In Davao I used to do it personally. Just to show to the guys [police officers] that if I can do it, why can\u2019t you<\/em><\/a>.\u201d<\/p>\n<p style=\"text-align: justify;\">Since elected, Duterte has insistently excoriated and taunted anyone who dared to criticize his methods of enforcing his brand of Rule of Law that has taken over 8000 lives since May 2016. Constitutionally elected, Duterte has no use for constitutional niceties, no respect for human rights, and certainly, no regard for life.<\/p>\n<p style=\"text-align: justify;\">While I noted in <a href=\"https:\/\/michaelgkarnavas.net\/blog\/2017\/04\/27\/duterte-testing-icc-otp\/\" target=\"_blank\" rel=\"noopener noreferrer\">my last post<\/a> that he should not be prejudged and that the <a href=\"https:\/\/www.nytimes.com\/interactive\/2017\/04\/24\/world\/asia\/duterte-icc-complaint.html?_r=1\" target=\"_blank\" rel=\"noopener noreferrer\">communication<\/a> to the International Criminal Court (ICC) should be seriously considered with full regard to the ICC procedures and Duterte\u2019s human rights, his own words condemn him of crimes against humanity.\u00a0 Duterte\u2019s damning admissions are supported by the body-count of victims which he unflinchingly takes credit for as proof of his methods and results of his war on drugs.(( <a href=\"https:\/\/www.theguardian.com\/world\/2016\/dec\/29\/philippines-rodrigo-duterte-says--threw-suspect-from-helicopter\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Rodrigo Duterte says he once threw a suspect from helicopter<\/em><\/a>, The Guardian, 26 December 2016; <a href=\"http:\/\/www.bbc.com\/news\/av\/world-asia-38345746\/philippines-duterte-i-killed-three-men\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Philippines&#8217; Duterte: &#8216;I killed three men&#8217;<\/em>,<\/a> BBC News, 16 December 2016; <a href=\"http:\/\/www.bbc.com\/news\/world-38311655\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Philippines&#8217; Duterte admits personally killing suspects<\/em><\/a>, BBC News, 14 December 2016; <a href=\"http:\/\/www.bbc.com\/news\/world-asia-37370848\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Philippines President Duterte &#8216;once killed man with Uzi&#8217;<\/em><\/a><em>.<\/em> BBC News, 15 September 2016.)) Whether Madame Fatou Bensouda, the ICC Prosecutor, will give the communication the consideration it deserves remains to be seen. Though Duterte, through his own words, may be confirming a booking reservation at the United Nations Detention Unit in The Hague where charged guests of the ICC are accommodated.<\/p>\n<p style=\"text-align: justify;\"><strong><em>Why should this matter?<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">Well, the US has long stood for human rights.\u00a0 Admittedly, it has a checkered past; its rhetoric has not always matched its actions. However, the US is expected \u2013 at least among liberal democracies \u2013 to be the presumptive vanguard in championing human rights.\u00a0 So for Trump embrace Duterte and reward him with an invitation to the White House \u2013 the people\u2019s house of the United States (not one of Trump\u2019s suites or his pay-to-play Mar-a-Lago resort) \u2013 is an affront. This invitation legitimizes Duterte.\u00a0 In no small measure, it is an endorsement of his extrajudicial killings, his thuggery, and his utter disregard for human rights. This endorsement, which carries the imprimatur of the Office of the President of the Untitled States of America, is an abandonment of the U.S.\u2019s moral authority.<\/p>\n<p style=\"text-align: justify;\">Unquestionably it is essential to use the soft power of diplomacy to nudge foreign leaders into adjusting their behavior or changing a course of action.\u00a0 Yes, sit-downs and dialogues are important. But under what circumstances should these sit-downs and dialogues take place?\u00a0 Meeting Duterte at a region conference or in New York at a United Nations gathering can achieve much more than a White House photo-op followed by vacuous compliments of the mutual-admiration kind.<\/p>\n<p style=\"text-align: justify;\">But, for a soft power meeting of any substance, Trump first needs to figure out his (the US\u2019s) long-term foreign policy, something that is more than a campaign slogan or a soundbite peppered with his usual trite claptrap about his acumen for deal-making or an early morning tweet. As for dealing with Duterte (pun intended), Trump can stop being enamored with Duterte the strongman, the self-confessed murderer, the serial abuser of human rights, and start being attentive to figuring out how the US can maintain a close working relationship with the Philippines, without legitimizing Duterte\u2019s sanctioned extrajudicial killings and unconstitutional methods of governance.<\/p>\n<p style=\"text-align: justify;\">Is Trump engaged in pragmatic diplomacy by hosting Duterte at the White House and condoning his drug war \u2013 as opposed to condemning it as other leaders who share the US\u2019s democratic and human rights values do have done?\u00a0 Hardly. Without preparation, planning, and information, Trump&#8217;s phone calls to foreign leaders are more akin to drunk-dialing than practiced diplomacy.<\/p>\n<p style=\"text-align: justify;\">Anyway, Duterte might be too busy for a White House visit, being <a href=\"https:\/\/www.nytimes.com\/2017\/05\/01\/world\/asia\/trump-philippines-duterte.html?_r=0\" target=\"_blank\" rel=\"noopener noreferrer\">\u201ctied up\u201d<\/a> with other international trips to Russia and Israel. \u00a0Perhaps he, at least, realizes the potential for a White House visit to turn into a fiasco.<\/p>\n<p style=\"text-align: justify;\"><em>\u00a0<a href=\"https:\/\/i0.wp.com\/michaelgkarnavas.net\/blog\/wp-content\/uploads\/2015\/05\/comments2.png?ssl=1\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-919\" src=\"https:\/\/i0.wp.com\/michaelgkarnavas.net\/blog\/wp-content\/uploads\/2015\/05\/comments2.png?resize=274%2C184&#038;ssl=1\" alt=\"\" width=\"274\" height=\"184\" \/><\/a><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Much ado about \u2026 Much too much is being made of U.S. President Donald Trump\u2019s White House invitation to Rodrigo Duterte, President of the Philippines.
